Procedure for education, assessment and upgrading as a European Referee
Badminton Europe (BEC) is adopting a new procedure in the education, assessment and upgrading of referees within Europe.
There will be a clear progression between the different levels from national level referee to BEC Accredited and BEC Certificated through to becoming a BWF referee.
The following procedure is being applied (from 1 July 2009) –
- A candidate is nominated by a national association to attend a BEC referee course. The course will only be organised one time every second year and usually in an even numbered year. The course does not offer assessment, it focuses on education. The next BEC referee course will be in Assen, Netherlands in June 2010 (the invitation will be distributed to Member Associations in due course).
- A referee can only be assessed for BEC Accredited Referee level after attending a Badminton Europe referee course. The candidate must have attended the course within 36 months of the commencement of the assessment. The candidate will be appointed as a trainee referee and assessed by a member of the BEC referee assessment panel at a BEC Circuit tournament or BEC Event.
- A referee can be assessed for BEC Certificated Referee level after being active as a BEC Accredited referee for normally 24 months. The candidate will be appointed as a deputy referee and assessed by a member of the BEC referee assessment panel at a BEC Event.
- A referee can be proposed for BWF Accredited Referee level assessment after being active as a BEC Certificated referee for normally 24 months. The proposal is made to BWF by Badminton Europe. Proposals will be based on completion of a satisfactory Record of Work and/or positive recommendation from a member of the BEC referee assessment panel.
A referee can only be assessed at the same level twice and have a space of 24 months between each assessment.
For BEC and BWF assessment, referees are not assessed if aged 60 or over and the retirement age is 65.
All assessments are carried out by members of the
BEC referee assessment panel. The panel’s recommendations for upgrading must be approved by the BEC Council to be official.
All Badminton Europe referees must complete a Record of Work detailing where they have refereed during the previous year. Once completed it should be sent to the Badminton Europe office in January (e.g. Jan – Dec 2009 Record of Work should be submitted in Jan 2010). Referees who have been inactive for the 2 most recent years will be removed from the list of Badminton Europe referees.
